The date stamp meaning is literal: a stamp whose content is a date, applied to record when something happened to a document rather than what the document says.
On a physical self-inking date stamp the date is set by rotating bands. On a digital date stamp it can fill itself in at the moment the stamp is used.
A received stamp with a date and a time is what matters on a tender deadline or a court filing, where the hour decides whether something was in time.
