A received stamp exists to answer one question later: when did this arrive? That answer is only worth anything if the date on the impression is the date of receipt. A stamp carrying the day it was designed answers the question wrongly, and confidently.

Questions
Why does the time matter on a received stamp?
Because deadlines have hours. A tender closing at noon, a court filing cut-off, a notice period running from receipt: on all of those the day alone cannot show whether something was in time.
Can I add a reference number that goes up each time?
Yes. Save the stamp to a library and it gets its own counter, incremented under a row lock on that stamp’s record, so two people logging post at the same time cannot be given the same number.
What should a received stamp say?
At minimum RECEIVED and a date. Most also carry a time, and many carry the receiving office or a reference line. There is no legal form for it; what matters is that the date is the date of receipt.
