A voucher serial number stamp with a non-repeating server-held counter, for vouchers, certificates and any document that has to be individually accountable.
A controlled document is one where somebody has to be able to say afterwards exactly how many were issued and which. That needs a number that cannot repeat and cannot be reset, which is a different thing from a number printed on a page.

Questions
Is a serial number a security feature?
No, and it is important not to treat it as one. A serial is a reference, and anyone can guess the next one. What it gives you is the ability to notice a discrepancy against your register, not to prevent copying.
Can I reset the counter each year?
Not from the tool, deliberately. A resettable counter can reissue a number, and a reissued serial looks trustworthy while being wrong. If you need a yearly reset, use a new stamp with a year in the prefix.
How do I know which number went where?
You record it. The stamp guarantees uniqueness; the register is what gives each number its meaning.
