A seal used by a public office follows a stricter convention than a company one, because the reader is looking for legitimacy rather than branding. The body name goes round the outside in full, no abbreviations. The specific office or department goes through the middle. Anything that identifies the document, a reference number or a date, goes underneath. It is worth saying plainly that a seal does not confer authority: an official seal is a mark used by a body that already has authority, and making one that imitates a body you do not represent is a serious matter in most jurisdictions.

Questions
Can anybody make a government seal?
You can design a seal for a body you are authorised to act for. Making a seal that imitates a government body, an agency or a court in order to pass a document off as official is forgery or impersonation in most places, and it is not something this tool will help with.
What is on an official seal?
The name of the issuing body, the specific office within it, and usually something that identifies the document: a reference number, a date, or both. Emblems and coats of arms are usually reserved by law to the body itself.
Can a public office use an electronic seal?
Many do, under their own rules about who may apply it and to which documents. Those rules come from the body and, often, from national legislation about electronic records, so they have to be checked internally rather than assumed.
What about seals for civil servants and registrars?
The same structure applies: the body, the office and the identifying detail. Where the form of a seal is prescribed by statute or by an internal manual, that prescription is what to follow.
