A stamp image is a picture of a stamp, and the thing that decides whether it is usable is the background. An image with a white background sits on a document as a white rectangle with a stamp inside it, which no real impression ever looks like. Why a JPG will never work for this
JPG has no alpha channel. It cannot store transparency at all, so every JPG stamp has a solid background, and it will be white. It also compresses by discarding detail around hard edges, which is precisely what a stamp is made of: thin rings and small lettering come out with grey fringing. JPG is offered here because people ask for it, and it is the wrong answer for almost every stamp.

PNG and SVG. PDF preserves it too when placed in another PDF. JPG cannot, and a DOCX embeds a PNG so it inherits the transparency.
How do I check the transparency is real?
Put the image on something that is not white. A coloured slide or a photo will show a white box immediately if the background was filled rather than transparent.
