A stamp creator is the editor itself: the thing that turns a shape and some words into a finished mark. There are two honest ways to use one. Start from an empty outline and place every element yourself, or open a template that is already close and change the parts that are wrong. The second is faster and the first gives you a stamp that looks like nobody else’s.

From scratch or from a template
From a template, if the stamp is a common type and nobody will look closely: a received stamp, a PAID mark, a plain company ring. Those have a conventional shape and deviating from it makes them harder to read, not more distinctive. From scratch, if the stamp represents an organisation and will appear on documents people keep: a company seal, an institutional mark, anything with a crest. A template is a starting point, and the tell of a template used lazily is that the layout is right and the proportions are wrong for the words you replaced.
Questions
Is starting from a template worse?
Not for a standard mark. A PAID stamp has a conventional look for a reason, and a reader recognises it faster than a clever one. It matters more for a company seal, where the point is that it is yours.
Can I start from scratch on a phone?
Yes, though placing elements precisely is easier with a mouse. Starting from a template and editing the wording is the better phone workflow.
