Stamp making online free
Stamp making traditionally meant cutting a design into rubber or polymer and mounting it on a handle. Done online, the cutting stage disappears entirely: you are producing the artwork, and the artwork is the finished product because the document it goes on is a file. What you skip is the manufacturing, the proof and the post.

If you do want a physical stamp at the end
Download the SVG and take it to a stamp manufacturer. SVG is vector, which is what a laser cutter or a polymer plate wants, and it will not blur at any size. Most shops accept it directly. This is the honest route if you need both: design here where revisions are free, then have that exact design cut once, rather than paying a shop for design time and approving proofs by email.
Questions
Can this replace a rubber stamp?
For documents that stay digital, yes, and it is better because the date can be real rather than whatever the dial was last set to. For anything signed in wet ink in front of somebody, no. The file cannot press into paper.
Is the file good enough for a manufacturer?
The SVG is. It is a vector outline at true dimensions, which is what a cutter needs. The PNG is not, because it is pixels and will be resampled.
