Anyone who has worked in a design office knows the feeling. The work is done. The thing standing between it and the reviewer is a mark, and the mark lives on an embosser in a drawer, or on a rubber stamp that has to meet paper, which means printing a fifty sheet drawing set to seal one title block.
What actually goes on a professional seal
The details are set by whichever board issued your licence, and they differ between jurisdictions, so the specific layout comes from their rules rather than from any template. What almost all of them have in common is:
Your name as licensed. Exactly as it appears on the licence, which is not always how you write it on an email.
The discipline. Professional Engineer, Structural, Civil, Architect, Land Surveyor. This is what tells a reviewer which scope your seal covers.
The licence or registration number. The line the reviewer verifies against the board register. It has to be legible after a set has been printed, scanned and copied, which is the real design constraint on a professional seal and the reason so many of them are simple.
The jurisdiction. The state, province or country that issued the licence.
A signature and date line. Most boards require the seal to be signed and dated, and an unsigned seal is treated as no seal at all.
Because the requirements come from your board, this is a design tool and not a source of compliance advice. Several boards now set out exactly how a digital seal must be applied and secured on an electronic submission, and some require a specific verification method on top of the image. Read your own board's rule before you seal anything, and only produce a seal for a licence you actually hold.

Why a design office wants this as a file
Drawing sets are PDFs. They are issued as PDFs, reviewed as PDFs and archived as PDFs. Printing a set to apply a physical seal, then scanning it back, degrades every line on every sheet and turns a crisp vector drawing into a picture of a drawing.
Revisions. A drawing set is not sealed once. It is sealed at issue, and again at revision A, and again at revision B. Every one of those is a fresh trip through the printer if the seal is physical.
Title blocks are small. A seal has to stay readable inside a title block that is already crowded. Vector output matters here more than anywhere else on this site: an SVG scales into a title block without going soft, and a low resolution image does not.
The office has more than one licensed person. Each holds their own seal, each needs it on their own sheets, and none of them is always in the office.

Frequently asked questions
What has to be on a professional engineer seal?
Your name as licensed, the discipline, the licence or registration number and the issuing jurisdiction, with a signature and a date. The exact layout, wording and shape are prescribed by the board that issued your licence and they vary, so build from your board's rule rather than from a generic example.
Can I use a digital seal on an electronic drawing submission?
Many boards now permit it and several set out precisely how: what has to accompany the image, how the file must be secured, and what counts as the signature. Others still require a physical impression on a wet signed sheet. Because it is your licence at stake, check the current rule from your own board rather than relying on anything written here. This is a tool for producing the artwork.
What shape should an engineer or architect seal be?
Round is the most common, and a chartered engineer stamp is often rectangular, as are the seals standard in some jurisdictions and for some disciplines. Both are here. Pick the one your board specifies, not the one that looks best.
Will the seal stay readable in a title block?
If you use the vector SVG, yes. That is the reason it is in the pack. A raster image placed small in a title block and then printed is where licence numbers become unreadable, and an unreadable licence number defeats the purpose of the seal.
Can several engineers in one office each have their own?
Yes, and each should. A seal is personal to a licence holder and must never be shared. Design each one separately, and hold each one where only that person can use it.
