Tender submissions get rejected on formalities more often than on price, and the marks are one of the formalities. The instruction is usually written into the tender document itself, in a sentence people skim.

Why every page
A tender is a bound set of documents that will be separated, copied and circulated among an evaluation committee. Stamping every page, often overlapping the edge, does two things: it makes a swapped or inserted page visible, and it evidences that the whole set is the set you submitted.
Where the instruction says "each page shall bear the stamp and initials of the authorised signatory", it means each page, including the annexes and the priced schedules. A submission with the first and last page stamped is the one that gets queried. See sealing a tender document.
What goes on the mark
The company identity mark: registered name, registration number, and often the tax registration number, because procurement bodies check both.

Plus, separately, an authorised signatory block for the initials the instruction asks for. See the tender stamp and the bid document stamp.
The other marks a submission carries
- Original and Copy, on the sets, because tenders are usually submitted as one original and several copies and mislabelling them is a rejection. See the original stamp and the copy stamp.
- Certified true copy, on supporting documents like registration certificates and tax clearances. See certified true copy stamps.
- Confidential, on the commercial envelope where the instruction asks for it. See the confidential stamp.
- The received mark from the procuring entity, which is your proof of submission and the one to make sure you get a copy of.
Doing it without a wrist injury
A 180 page submission stamped by hand is an afternoon, and it is an afternoon on the day the submission is due, which is when mistakes happen. If the submission is electronic, or if you are printing from a PDF, applying the mark to every page in one pass turns the afternoon into a minute and makes the placement consistent, which is itself something evaluators notice.
Where a wet stamp on paper is required, print the stamped PDF: the mark is already on every page and only the initials are left to do.

The honest limits
Estamplab is a design tool. This page describes common commercial practice rather than giving legal or procurement advice, and requirements differ sharply between procuring entities, so read the tender instructions and check the requirement with the procuring entity rather than relying on a page like this one.
Only produce a mark your own organisation is entitled to use, and only sign as an authorised signatory if you are one.
The rest of the range is on the stamp and seal directory.
