The tender closes at noon. The portal wants the company registration certificate stamped and uploaded, and it will not accept an unstamped file. You have the scan. What you do not have, at half past ten in the morning in somebody else's meeting room, is the company stamp, because it is in a drawer in an office and the person with the key to that drawer is on annual leave until Thursday.

The stamp is always somewhere else
That is the design flaw, and it has nothing to do with you.
A rubber stamp is one object. It can be in exactly one place. And the moment it is needed is almost never the moment you are standing next to it: you are at a client site, at home, in an airport, at a supplier, in a car park signing something on the bonnet. The stamp is in the office, because that is where stamps live.
It also gets lost. Ask anyone who has run a business for five years how many company stamps they have replaced. Lent to a colleague and never returned. Left in a bag. Gone in an office move. And between losing it and replacing it there is a week where the company cannot stamp anything, because a new block has to be cut and posted.

Three things make that actually work rather than just sound good:

Look at an old stamped document, copy the wording line for line, pick the template with the closest shape and ring, and you will have something visually equivalent in a few minutes rather than a few days. Then hand the vector SVG to a stamp shop if you also want a new physical block cut, and this time the artwork exists as a file that cannot be left in a drawer.

I need a company stamp today. What is the fastest way?
Make it online. A stamp shop needs a day or several to cut a physical block and post it. A digital stamp is designed in minutes and downloaded immediately as a transparent PNG you can drop straight onto a PDF or a Word document, with no printer involved.
I lost our company stamp. Can I recreate it?
Yes. Find an old document carrying the impression, copy the wording exactly, and choose the template with the closest shape and ring layout. You will get very close very quickly, and unlike the original, this one is a file that can be backed up and shared rather than an object that can go missing again.
Can I use it from my phone?
Yes. Everything happens in the browser, so whatever you are holding will do: a phone in a car park, a tablet in a waiting room, a borrowed laptop. The stamp goes where you go, which is the difference between having a stamp and having access to one.
Can several people in the company use the same stamp?
Yes, and they should. Share the file and every branch and every colleague presses an identical mark, which is what makes a company look like one company. When the name or the address changes you replace one file instead of ordering new blocks and going a week without a stamp.
Is a stamp made this way accepted?
On the paperwork a business actually sends, an applied stamp is the norm. Purchase orders, quotations, delivery notes, statements and copies pass through it every day without anybody querying it, because it is what everybody is already doing. Where you should stop and check is anything formal: a deed being executed, a filing going to a registry, a document a court will see. Those requirements are set by the body receiving the document and they differ between countries, so ask them rather than assume. And the obvious point that is worth saying plainly: this makes a mark, it does not grant authority, so make one only for a company you are entitled to speak for.
Do I still need the physical one?
Only where somebody physically handles your paper: a counter, a registry that requires it, handwritten receipts. Everything that arrives and leaves as a PDF does not need it, and you can hand a stamp shop the vector file later if you want a block cut.
